The European Commission has issued preliminary findings accusing four prominent adult content platforms – Pornhub, Stripchat, XNXX, and XVideos – of failing to adequately prevent minors from accessing their content. This comes after a ten-month investigation into breaches of the Digital Services Act (DSA).
Ineffective Age Verification Measures Highlighted
The EC's investigation concluded that the platforms rely on an ineffective "self-declaration" system, where users simply click to confirm they are over 18. Other measures, such as content warnings, page blurring, and "restricted to adults" labels, were also deemed insufficient to protect minors from harmful content.

Further complicating matters, the EC found that the four platforms did not employ objective and thorough methodologies in their risk assessments concerning minors. Stripchat, Xvideos, and XNXX were specifically noted for misrepresenting or neglecting consultations with child rights and age verification experts.
The regulator indicated that the platforms' risk assessments disproportionately prioritized business concerns, such as reputational damage, over the critical societal risks posed to minors.

The implicated platforms now have an opportunity to review the preliminary findings and respond, as well as to implement corrective measures. Should the Commission confirm the DSA breaches, the companies could face substantial fines, potentially reaching up to six percent of their global annual turnover.
Henna Virkkunen, the European Union's executive vice-president for tech sovereignty, security, and democracy, emphasized the EU's commitment. "Children are accessing adult content at increasingly younger ages and these platforms must put in place robust, privacy-preserving and effective measures to keep minors off their services," Virkkunen stated.
